Can anyone confirm that BFI's Blu-Ray "La Valley" aka "The Valley" aka "Obscured By Clouds" is (or isn't) region locked?

It's region-free. There's a thread devoted to BFI Blu-rays here, with region coding info where available.

I haven't found any info on Region Coding yet, but most if not all of my Optimum Blu-Ray's are Region B locked.

Take a look at the last few pages of this thread. While this thread was originally created to focus on foreign-language films released on Blu-ray, it now serves as a source for news on and reviews of Blu-rays released outside of the U.S. Like Mean Streets.

Starting with post #16, the OP of this thread began posting US productions released on blu-ray abroad. If you have an issue with the thread title, I suggest you take it up with a forum moderator.

Ok. I'm not blaming anyone and I don't have an "issue"; it just seems to me that the subjects, 'foreign cinema' and 'foreign releases of domestic cinema' would be a prime example of exactly the reason we have more than one thread here. They're quite different things and probably somewhat different audiences/markets, wouldn't you agree? I'm trying to suggest, not complain.

I agree the topics are different. However, starting as far back as early in the first incarnation of this thread it has been used as a catch all for both subjects. Perhaps the thread title could be updated to be more inclusive? Short of that we continue to discuss blu-ray on a website called DVDtalk, and life goes on.
