Yes, every TF1 Video release will be region locked in a steelbook case, they chose AVC for video and DTS-HD (Master Audio and/or High Resolution Audio) for audio.

Or just get a region free mod for your player.

I currently use a PS3 but I will be getting a Panasonic BD35 as soon as I can as it can be modded (voids warranty) to play everything - 1080P24, 1080i50, 1080i60, 490p and 576p. Oh and all regions for DVD also.

Have there been any foreign Blu Rays that have forced subtitles? For example, an American movie released on France Blu Ray having forced French subtitles?

a possibility in the future... not ready to spend more than twice the value of a player for a region free mod right now though (750$ for a moded Sony BDPS300, when they're liquidating the legit ones for 250$)

I know how you feel, but to import a PS3 from the Uk is a pain and just as expensive. I found one retailer on eBay.UK willing to ship to the US but would rather buy from a domestic source. The BDPS300 is looking mighty fine as a region B player right now but I do hope the mods come down in price. There are too many good region B BDs being released in the next few months that I may just pull the trigger anyway.

If you are in the US and your TV set cannot support 576p for example (and the overwhelming majority cannot) this is a rather pointless upgrade. I recommend that you wait a bit longer.

So you can forget many european distributors, region locking and forcing subs is a way to prove they don't try to sell overseas and I guess the rights to pay are cheaper.

In Europe, the same model, region 1&2 for DVD, A&B for Blu-Ray is around 1000$.
The best is the BD30, region 1,2,3,4,5,6 for DVD and A,B&C for BR that is around 800$.

It seems Carlotta's Casanova will have forced subs according to this screencap.

Of course my projector can handle any video format you can throw at it. And these days most people with HDMI hookups to a display, will have their video display upscale it anyways. These days even receivers upscale and most displays handle 50, 60 and multiples of 24hz.

Pointless to you perhaps, and maybe some people in North America with old equipment. But to the rest of the world its a common sense and obvious step.
