Please name this horror movie
 

So I watched this movie back in like 2007 on syfy (still Sci-fi then). I don't remember much but I know it was in some city setting. It had a guy and girl as main charters I think. people got infected and where turning into zombie like creatures I don't remember if they actually called them zombies. their flesh would fall off I think. I know the girl was captured at the end of the movie and she was in a cage and other people who were infected were in cages also. one person was only a skeleton but they were still alive. I think the skeleton was just the spine and head but I cant remember for sure.
