I love the Busby Berkeley musicals and wondered if there were any plans for a Warner Bros Blu Ray of the Busby Berkeley DVD Box Set?

Probably not. 42nd Street is available on Blu through Warner Archives, and while I hope that Dames would get a similar release I don't think that WB would bother with the rest of them.
