I just picked up a copy of the My Neighbor Totoro 2 disc at a used shop and it still had the security sticker intact (but unwrapped). After getting home, I noticed it was a floater (I hate that sound) but I opened it anyway and found the reason disc 1 was loose: underneath was a Zoo Tycoon Marine Mania PC game disc. I've searched online and haven't found any mention of this being a packaged promotional item. I know it has been a while since this title has been in stores, but was this ever intentionally packaged this way?

sounds like the used store gave you the wrong disc 2.

Both discs were included; the hub for disc 1 just had the PC game disc stacked underneath disc 1. The security sticker was still attached along the top of the case, so I guess that theoretically someone could have pried open the case partially with the sticker intact and stuck the PC game underneath disc 1, but why? That was why I was wondering if this was some sort of promotion, but I couldn't find any mention of it on the web.

question is the upcoming reissue of 'Totoro' have anything new versus the previousily released 2-Disc edition?

I recommend looking at selling it ASAP because when I checked a few months ago, the SE of My Neighbor Totoro was selling for the most of any of the currently OOP Miyazaki DVDs (which soon will be re-released so the window of opportunity is limited).

(Of course it was the only Miyazaki DVD I didn't buy back when they were first released )
