I don't think it will be anytime soon, but you can look it up on the TCM.com Web site and vote for it to be released on DVD. Every film on that site that isn't on DVD has a voting button, and they claim to routinely send the requests to whoever currently holds the rights to the movies. It couldn't hurt.

I believe Cinema Center was a division of CBS now owned by Paramount. Considering Paramount's history with releasing library titles highly unlikely this will see the light of day.
