Blood For Dracula Image Release, choppy?

Has anyone else noticed this? I starting noticing it around the scene with Polanski. It is like scenes are either sped up sporadically every few seconds or like frames are missing. I don't remember this on the Criterion disc.

Is the picture quality beter than the Criterion version?
