Personally, I just bought House On Haunted Hill (1999) for $6.95 at Meijer (kind of a Wal-Mart knock-off).

The only other place I've seen a decent discount DVD section is Target, though it is about $5.99. They have most of the same DVDs that Wal-Mart has, but I don't have to go bin diving. I picked up A Midsummer's Night Dream (old Fox DVD) recently for about $6. Otherwise, aside from Best Buy which has been listed, I don't know of any bargain DVD aisles at stores.

Circuit City has a few good titles at $6.99, although you have to be careful, because a few can be found at Walmart for $5.50.

In Canada, the Future Shop has a decent selection in the bargain bin. I picked up Breakfast at Tiffany's for $12.00. That is less than $9 US.
