What is the best & easiest program to use to create dvd covers?

Adobe Photoshop Elements is a very powerful, fairly easy to use program. It lists for $99. My understanding is that they took the pro version of Photoshop and stripped out the features that only pros need. It's available for PC and Mac and is good for any photo/scan editing.

By the way, you might get more responses if you change your title to say "dvd COVER creation". It's misleading right now. I thought you wanted to create DVDs, not covers.

Thanks for the info. I saw Photoshop elements at Costco for $49 after mail in rebate. But, I was not sure if it is what I needed.

I need to make single alpha style cases of The 2 disc Record of Lodoss War. The discs come in snapper and the the sequel comes in alphas. I have scans of the snapper covers. Can anyone make me a single alpha cover of each of the 2 discs? I can send the scans.
