I recently purchased a JVC Home Theater system,when watching dvd's if I just barely turn the volume up,it is way loud!(sounds great though)but when watching just regular t.v. and I turn on my surround I have to turn the volume almost all the way up for it to sound good? Why is that?

A few possibilities:

DVDs are much more dynamic than TV, so you are noticing the DVDs are much "louder" while the TV pretty much stays "level". Also, a lot of TV shows are not surround encoded very well, so you're mostly getting center-channel action, which can seem "weaker" than the multi-channel action on some DVDs.

The line-level output on many TVs is much lower than that of DVD players. Therefore, you have to boost the TV input more to get the same db level. Most if not all of your components are slightly different in this regard -- try switching between CD, TV, VCR, and DVD and notice how you'll have to tweak the volume for each one.

The TV has a variable audio output, where turning the TV up also boosts the line-level output. Therefore, you're turning the TV down and turning the receiver up.

You noticing it mostly on TV shows? Sometimes, movies on TV can be pretty good, but I've found that bad TV reception can cause the surrounds to go batty.
