Does 'upconverting' really work?

Does anyone know if upconverting works? By upconverting I mean taking a regular signal (either from cable or DVD) and converting it into something with significantly greater resolution. For example, Sony claims that their DRC circuitry replaces conventional NTSC patterns with their high definition counterparts.

Does anyone have one of these? How well does it work?
