I found a 25" Sansui (?) tv/dvd combo for $400.

I'd rather get a 19" or 20" tv, and a dvd player, but most of the small tv's are not dvd-friendly. Any suggestions?

Sony has a variety of models that would probably fit your needs. The only problem is they seem a little pricey when you consider that I got my 27" for 400.

I got a 20" Wega with S-Video for around 400 a few months ago. Overall I'm very satisfied with it despite some minor geometry problems. Still though, if you have the space, I would reccomend a larger set. Since I'm living in a dorm room I couldn't fit a bigger TV stand and thus a bigger TV so I had to make due with 20". If you're set on a 20" set, the K20FV12 Wega is a probably the best 20" out there presently. Although Panasonic is coming out with a similar 20" set in their Tau line that has more inputs and is a bit less. Good luck!
