What should I do about my "blooming" picture problem?

I have posted about this before and I could never really find any answers. My RCA F26645 26" TV has a bad contrast problem. Even at the lowest contrast level, it will show blooming. The problem itself does not distract from the movie experience, but the fact that it is there (and shouldn't be) really annoys me. I am a perfectionist and I would buy a new TV if I had the money.

Anyway, I am asking once again what I can do about this problem, or is there even anything I can do? I have tried video essentials, but since I can clearly see the blooming at the lowest contrast level, video essentials was no help.

I have heard about accessing the "service menu" on a TV to adjust it. Would this gain me access to the adjustment I need to lower the blooming? If so, could someone lead me to instructions on how to do this? And this leads to a bigger question:

Can this problem even be fixed? Even if I called a TV repair service, would they be able to do anything? Are some televisions just like this?
