It really doesn't matter. If you have thick carpeting the downward firing sub may not react well to it, but most good designs account for this with enough clearance from the ground.
Bass travels in wavelengths of several feet, so you can't "point" the sound like a tweeter or midrange. The problem is that the same wavelengths that travel to your chair may be reaching your downstairs neighbors chair as well. These bass nodes mean that in certain locations you'll hear very little bass while in others the bass will be overwhelming.
My advice is buy a good 8" to 10" sub, place it where it sounds good and use it (put the sub in your listening position while playing some bass heavy music, walk around the room and find the spot where you get the best sound). If somebody around you has a problem, work with them. Move the sub around the room in diffrent locations until your neighbor isn't hearing the bass. Just remember that no matter where you put it, you just can't crank it up to much.
