Advice needed: Which mid-level players can use CD-R VideoCDs?

Hi,
I'm in the market for a DVD player which can handle CD-R VideoCDs and to a lesser extent do accurate PAL->NTSC conversion while playing them. I prefer one which has good DVD playback quality as well (so the Apex & Raite are out), costing around $400US or less. Can anyone suggest such a player?
I was going to purchase the Pioneer 302, but it's become difficult to find in my area. A few years ago I was told that some Sony models could handle CDR VCDs and do PAL->NTSC conversion, but does this still hold true?
