I heard you can make VCD's from CD-R's that contain mpeg's or even a collection of photos. Exactly how do you go in doing this?

You need CDR Software that will do it. Use VCD Creator that's in Easy CD Creator Deluxe, or WinOnCD. Just run the program, add the mpeg, and it'll record the CD in VCD format.

Photos, well. those are a different story. Those are typically made w/ PhotoCD software.
