Why does using Pro-Scan on GameCube lock my TV to FULL mode, yet DVD doesn't?

it seems odd that using the progressive scan on my GameCube locks my TV to FULL mode, yet watching DVDs in progressive scan doesn't. Anyone know why? My TV is a Sony KP51WS520.

Does the GC output 480p or some other resolution?
