What's a good ditigial camera on the market that won't break the bank?

Around 1,000.

That you can edit scenes on your PC computer?

What do you recommend.

Any particular features you need/want?

Are you interested in a still camera or a video camera? You mention scenes and Robert Rodriguez that is indicative of a video camera.

A little more detail and we can assist! :) There are SO many to choose from. So the more detailed you can be, the narrower the selection and easier to find the correct one becomes.

Looking for a digital video camera to tape and edit short and feature length movies on.

Something I can edit on my PC.

Are you looking for a 3ccd camera or just a 1 chip to mess around with? If you want a 3ccd you might be able to pick up a used one on ebay for around $1000 (the GL1 or the vx1000)

3CCD is clearly better. Is it professional quality?

It allows each primary color (Red Green Blue) to have its own chip in the camera giving a much better picture. A regular 1 chip camera has to deal with all the colors. Its broadcast quality, of course you would need a decent light kit to give you a good image. Or at least some reflectors if you plan on shooting strictly in sunlight.

It looks like you can maybe pick one up on ebay for around 1k

(I'm not saying to bid on that one, I have no idea about that auction, just used it as an example)

Canon now makes the GL2 with some added features and slightly better picture quality, so you can find a good deal on the GL1 which is still a great camera.
