Progressive over S-Video?

Can a HDTV ready TV play 480p Progreesive scan signals from a Progressive scan DVD player or S-Video? If not, why not? Thanks.

Not over s-video, s-video is NTSC standard. Not progressive.

But over component or VGA or DVI it can.
