Progressive is when you take two interlaced fields (odd lines and even lines ) and combine them into one complete video frame to be display at once (odd and even displayer at the same time).
3:2 pulldown (otherwise known as film/video mode) is the changing of the film frame rate at the source to match the video frame rate of our display. So if you have a DVD of a film source at 24 frames per second and your video display works at 60 fields per second then 3:2 pulldown is what makes the 24 divide into 60 without you noticing that there are dropped fields.
See this
link for a more thorough explaination.
In any case it does seem that all DVD players that convert to progressive output also have 3:2 pulldown but not all TVs that convert to progressive will have 3:2 pulldown.
