4:3 HDTV vs 4:3 Non-HDTV with 16:9 Enhanced mode

Basicly, which one would look better for dvd's? Would the 4:3 HDTV be able to display it in full resolution (i know it'll still have black bars on top/bottem), or will it have to reduce it by 1/3 like it does for a normal tv to get it to display at the correct aspect ratio? Would it look as good as a 4:3 tv that has a 16:9 Enhanced Mode?

the HDTV would be at 480 progressive and the non hdtv would be at 480 interlaced assuming you have a progressive scan dvd player for the HDTV.

so the HDTV would look better.
