So is this another version of the Toy Story DVD without the Blu-ray disc this time?

I'm pretty sure it's the same DVD that was included in last month's BD/DVD combo release. The two earlier DVD releases (Toy Box era, and then the 10th Anniversary two disc sets) are discontinued.

If you get it, is it better than the original operation game?

As Trevor said, same as the recently released Toy Story Blu-ray combo pack, just without the Blu-ray disc. They had done the same with Snow White, releasing the DVD only a while later than the Snow White Blu-ray combo back.
