Forgive me if the info is in the thread already, but I couldn't find it.
I already own the first collection, the sequel, and the TV set. So I am only gaining the cartoon collection and the head if I buy this, right?
Or are any of the discs different?

Wow, looks like there are going to be alot of Ape heads in the mail in the coming days! I am so excited about this set. I was looking at the other day at my local FYE and it was like $179.99 and I was just about crying! I can't believe the price of $81 at DDD!

In general, your answer is correct. You gain the cartoon and packaging. But the discs for the 5 original films in the series are brand new -- with updated 16x9 transfers, more extras for the first film, and a longer cut of the last film. It's a pretty significant step up from the first collection that they released back in 1999-2000 or so.
It also has the advantage of actually saving space (assuming you don't care about the ape head). The discs themselves are removable from the back of the neck and are housed in a fantastic, incredibly compact package.
In short, if you're enough of a fan to own everything you describe in your post, you'll probably be pretty darn happy with this upgrade.

I'm hoping to get this tomorrow. I seem to get the bigger media mail boxes quicker than some of the smaller DVD ones. If not tomorrow, then Monday -- no mail Tuesday, the 4th.

1180 @ 7:51 est: Since they have not shipped my order placed on 6/23. I will keep all 1180 titles in my basket until they do ship my order. I was actually thinking DDD had improved in the past year but now I'am starting to wonder?
