I've often wondered if that was some kind of joke on Ditko's part -- basically making the asshole editor look like Stan Lee with a Hitler mustache.

Could be. That's the most fun interpretation. Obviously intentional. He's a tyrant, but also a fool. Could be poking fun at Hitler in the same vein as Hogan's Heroes. Anyway, I'm dumbfounded that I never picked up on it. Was it ever discussed in an interview?

I know he grew to resemble him a little bit, but did JJJ look anything like Stan Lee circa 1963? I don't remember exactly when he changed his look, but in the early 60's he was just somr non-distinct bald dude.

Good point. Stan Lee was a chameleon. We went through periods of bald Stan Lee, toupee Stan Lee, beard Stan Lee, mustache Stan Lee...
When I started reading comics in the 1980s, I always sort of figured that JJJ was a self-insert based on Lee.

A couple years ago, I had a difficult time finding a high-grade copy of this issue. Lots of beat-up copies, but few in NM condition unless you wanted to overpay for it. What's strange is all the surrounding issues of Action Comics are fairly easy to find in flawless condition.
