I don't think that's the common use. The common use is for someone who came (or returned) to religon later in life after a period of agnosticism, atheism, or even indifference.

The term "born again" simply means that the person has accepted Jesus Christ as their Savior and become a Christian. (The reference is from the Book of John.) In popular parlance, it's typically used by those from the more fundamentalist or evangelical end of the spectrum, but it can rightfully be applied to any Christian.

The term does not imply that the person "returned" to Christianity. Rather, the "again" part refers to a spiritual rebirth: we are born once in flesh; we are born again in the spirit of Jesus Christ.

As has been stated before, the popular media commonly applies the term to those Christians who are more fervent or zealous in their beliefs, but that's a misuse.

That may not be the definition, but to my experience, that is the common usage.
