Why is "The Executioner's Song" by Norman Mailer a 'Work Of Fiction?'

This story, after all, is about Gary Gilmore, a serial killer who was executed in the 70's by firing squad, by his own choice and prompting.

It is a true story, not fiction, so did the book publishing company leave off the Non- Fiction?
