Silverberg's Roma Eterna - does it get better?

I'm about 75 pages in and really bored to tears right now. Has anyone read it? Does it get better? Right now, there just doesn't seem to be any direction to this book.

I've always enjoyed Silverberg's short work. Read the first Lord Valentine book and thought it was mediocre. This one ... it's early, but I'm not finding much promise. Anybody?
