white lines appear on "Art of War" DVD menu...is this a problem with my DVD player?

I have a Sony DVD 560D player hooked up directly to a 20" WEGA TV. When I play the DVD "Art of War," around the word 'MENU' on the menu screen, there appears to be shaking white lines...(originally it's just the lines but as soon as the player pauses the page, the lines start shaking). I don't think that the lines are supposed to be there in the first place, shaking or not...but I would appreciate insight as to whether it's a prob with my TV, DVD player or the DVD itself. Also, during a portion of the movie, during the same chapter, the camera scans right around the Statue of Liberty...as it is scanning, my DVD player scans also and it causes a skip on the display...why is that?

I haven't seen the menus for Art of War but I do know that some DVDs are purposely given that distorted, old film look. The skip during the film is called a layer change. It is normal.
