"Can't post" or "there's no reply box" issues -- ANSWERS HERE
You must turn off any ad blocker you are running, or whitelist the site. Your blocker is confusing the edit box with an ad due to some javascript running there.

Not to be snide, but turning off add blockers for this site would be much more tenable if it didn't use an ad network infested with malware and redirect nonsense for which no permanent resolution has been found for nearly 2 years and counting.

If you whitelist the site, you shouldn't see ads still, but the text box should show up.
