"Popular" *when*? I can give you a list of good comedy films going back to the 30s. Most of the ones I'd call "good" were made between 1925 and 1990 or so.
A good place to start is with AFI's "100 Years, 100 Laughs" list:
https://en.wikipedia.org/wiki/AFI%27...s...100_Laughs
While it has several I, personally, don't find all that "funny" these are all "classics" and should be seen at least once.
In the "External links" section is a link to the 500 nominated films (in pdf format). Another good place to start.

Yes! UHF sounds like what your looking for... if you haven't seen it already. Tremors? It's not ROFL, but it is entertaining and humorous.

I always liked Easy Money.
It's a bit rough production-wise but the one liners are top notch.

The Kentucky Fried Movie (1977). It's an hilarious sketch comedy film directed by John Landis and written by the guys who did Airplane! and The Naked Gun. The film contains some of the most politically incorrect humor you'll likely ever see in any movie.

Funny Bones. More drama than comedy, but the comedy is killer.

IMHO Kentucky Fried Movie is half-funny - the first half. Outside of the "Detroit" line, the second half of the movie's kung fu spoof is painfully unfunny. The first half though it great.

Another Zucker Bros recommendation would be "Top Secret!" with Val Kilmer which is a send-up of WWII espionage thrillers and 50s rock & roll.
