Barrel Racers compete in the rodeo circuit. They ride horses and race around three barrels and whoever finishes first wins a large pot. It's mainly a female rodeo sport.

Eyesight? Let me go out on a limb here and announce: I'm in favor of it!

I once had a new patient in my private practice office who was deaf and had state insurance. She insisted that it was her right that I hire a signing translator to come to my office and translate for her every time she came to the office for an appointment and pay it for it myself even though it would have cost me like a hundred bucks or more every time she came in for an appointment (that doesn't cost her a penny thanks to Medicaid). Checking some websites, there are folks trying to convince deaf people of their "rights". In this case, I assured here that all I needed to do to accommodate her was write things back and forth which I was more than happy to do. I think we eventually got her to a large multi-specialty clinic who could provide her a translator.
I assume these are the sort of issues a Hearing Advocate takes on.

Shouldn't it be HER responsibility to bring a signing translator if she wants one?

I thought so. She thought it was a right guaranteed to her under the ADA. She was entitled to some sort of accommodations, but I felt that a pen and paper would suffice. She thought as a business owner it was my responsibility to hire a signing translator for her use at every office visit at my expense. Crazy, but I found websites that are advising the deaf of exactly that -- Don't bring your friend to translate, make the doctor hire a translator for you! It's complete bullshit if you ask me.

I'm not surprised she thought it was a "right." You should see the newish federal laws about swimming pools the public can use (hotels, community pools, etc.). It has cost businesses millions in unused equipment.
