"Eyes of the Dragon" by Stephen King - (question)

There's a part where,
Spoiler:
when Peter began his sentence at the top of the Needle, after he beat holy hell out of Head-Warder Beson and made his requests for his napkins and his mother's dollhouse,
he asks Beson to whisper a number into his ear.

I do not know what that part meant. Stephen King never returned to the possible significance of a number being whispered to Peter by Beson. Was that a gaffe, or does someone here know what it meant?

I've always assumed that the "number" was the price for services to be rendered (contacting the judge, bringing up the napkins, etc) so that he could include it in his letter.

Boy, it's been a long time since I read that book, but I remember enjoying it quite a bit.
