Best TIME TRAVEL Movies ...
Probably my favorite genre. Off the top of my head I have
Time After Time
Millennium
12:01
Grand Tour: Disaster In Time
Timecop
Timecop 2
Primer
Time Machine (1960,2000,2002)
I read an article in EW about Primer and have been trying to snap a copy, but it's OOP ...
Anyone have any other recommendations. There are not a lot of really good ones and the first 4 listed are among my favorites.

I wish I could find that for a decent price, OOP means I'll pay through the nose for it (but I won't)...
I have:
Army of Darkness
Demolition Man
Freejack
Millennium
The Outer Limits: Time Travel & Infinity Collection
Planet of the Apes (1968)
Returner
The Terminator movies
Time Bandits
Timeline
Timecop
Warlock, possibly Warlock: The Armageddon (I'd have to watch it again). -kd5-

A few I like that haven't been mentioned:
Frequency
the Jacket
the Butterfly Effect
And the "good premise but flawed execution" nod goes to the Time Traveller's Wife.

Re: Best TIME TRAVEL Movies ...
I guess when I initially posted this I was thinking of movies that create a situation in which events are changed in the present/future because past events are changed. (I've heard this referred to as a Paradox) Probably the best example is the Star Trek episode City on the Edge of Forever, but Back to the Future, Time after Time and Grand Tour do a pretty good job of it.
I've always been fascinated with that aspect and wish someone would do a really good miniseries with a bunch of complicated twists (all based on actual events in history).
Added:
Day break - the TV series does a pretty good job. Kinda like Groundhog Day with a murder mystery.

Can't believe I missed the premiere movie from my very favorite movie franchise of all time.
I actually own a lot of these movies. I'll check out a few I've never heard of. Thanks.

World Without End-1956
In Technicolor-must have seen it at least a dozen times on TV as a kid.
Great retro SF with mutants and girls who have never heard of kissing and want to try it out

I haven't seen anyone mention Timequest. It's a little rough around the edges (low budget indie), but I thought it was pretty interesting.
Let me add some additional love for Timecrimes as well...

Re: Best TIME TRAVEL Movies ...
It's a silly movie, but Bill & Ted's Excellent Adventure did some creative things with time travel, namely when they get stuck they make a mental note to come back later and leave helpful props to get out of those situations.
I love time travel movies that use the time travel element for the story, not just for a plot device.
That's one of the things I like about First Contact. It's funny how every single time traveller from the future always seems to choose the late 20th century for their destination. This mixes it up a little bit.
I know this is TV, but also I think there was one Doctor Who Episode that went to a historical event in our future, The Waters of Mars. It makes sense, I mean he visits places thousands of years in the future and only seems to treat events prior to 1965 as being fixed historical events.
Some more Doctor Who creativity -
- The Girl In the Fireplace had the Doctor interacting with the girl several times throughout the episode. From his perspective each meeting was within the span of a few hours. From her perspective though, each meeting was several years apart and the experience was molding her entire life.
- Blink - The villains would send you 30 years in the past if they touched you. They did so to the Doctor and he communicated to a modern-day freind via clues in pop culture, creating an internet meme in the meantime...
