Pakistani military in movie (not Black Hawk Down)

I had memories of a movie where the Pakistani military was acting under UN authority, but they refused to send their armor in until the end of the movie.

The catch is, it's NOT Black Hawk Down. I thought it was, but I just rewatched Black Hawk Down this morning, and the scenes I recall weren't from BHD.

I also vaguely remember the UN/Pakistani vehicles were painted all blue.

The movie would be a mainstream fiction release from 1990 until now. Does this ring any bells?

I swear I wanted to say it was the Netherlands or Belgium or something like that.
