Downstairs neighbor, hardwood floors and soundproofing.
I live in a top floor condo and I'm about to replace the carpets with hardwood/engineered "click" type floating floors. I understand that "standard" IIC/STC ratings for underlayment is 50-55. Is it worth it paying more for higher quality (60+) or would this be wasted money because (so I've heard) this won't stop lower frequency rumblings produced by the sub anyway?
And, aside from underlayment, is it worth putting something under the speakers (between speakers and floor) afterwards? Like MLV (mass loaded vinyl) ?

I know the inconveniences of living in a multi complex dwelling, when you have a good home theater surround sound, and the complaints from the neighbors can be very upsetting. If you're renting, I would recommend you to start looking for a house instead, because apartment; condo living strictly doesn't allow the resident enough privacy to fully enjoy their home, when you have other tenants living above, and below you. It's very difficult to play, and enjoy your home theater the way you want without the neighbors complaining to management about frequent disturbances coming from your unit. When you're paying your rent, or mortgage, you'll want to have the freedom to enjoy your home. You shouldn't have to remodel, living on pins, and needles, nor be a prisoner in your own home.

It's easy to complain about a noisy neighbor that bothers you. On the other hand when someone complains about you, the story almost always goes that you're being reasonable but the neighbor is a jerk. At least that's how noisy neighbor threads always seem to start out.
