They just enhance picture quality. Pretty much only affects cable since dvd is already so great looking. Digital comb filter is the better than plain comb filter, with 3D being the best digital comb filter, then 3 line, then 2 line.

A comb filter separates the luminance and color signals in a composite video source. See the following link for a detailed discussion:
