All of Emir Kusturica films are now available on English-subtitled DVDs
It has taken many frustrating years, but as of 2010, all of Emir Kusturica's films are now available on home video with English subtitles!
The best English-subtitled DVD/Blu-ray versions of Kusturica's films are as follows:
1. Underground: USA NTSC or UK PAL dvds
2. Do you Remember Dolly Bell: USA NTSC or UK PAL dvds
3. When Father Was Away On Business: USA NTSC or UK PAL dvds
4. Time of the Gypsies: Korea NTSC All-Region dvd
5. Arizona Dream: France PAL dvd or France Blu-ray
6. Black Cat, White Cat: Australia PAL dvd
7. Super 8 Stories: China NTSC All-Region dvd
8. Life Is A Miracle: UK PAL dvd
9. Maradona: Australia PAL dvd
10. Promise Me This: Taiwan NTSC Region 3 dvd

I never purchased it because I rarely watch documentaries over and over (the same goes for Maradona).
It's a bit tricky to order from China (if you can find it at a Hong Kong online store, that would be easier), but that dvd exists. Here's one Chinese online website for example: http://ent.sina.com.cn/e/2005-01-06/1456621072.html
I've only ordered one Chinese blu-ray which was really hard to find. The most reliable Chinese online dvd store is: http://www.buyoyo.com/buyoyo/eng/mainPage.do. They may be able to special order it for you. But it took about a month to get my blu-ray from them.
There's also a Yugoslavian PAL DVD sold at: http://www.yu4you.com/Super-8-Storie...ra,dvd,2144,en
It says the audio language is English, but I can't confirm if it's partly in English and partly in Serbian or maybe wrongly labeled....
You can always ask the HK online stores (yesasia.com, dddhouse, etc.) if they can special order the dvd for you (always provide them a link or else they will tell you that DVD doesn't exist).
And there's the out-of-print French DVD which had English subtitles.
If you want this title, you are gonna have to do some diggin'!
