the "4 film favorites" version of this you can find at target or best buy for around 10 bucks, it has all of the movies except for the dead pool and most of the bonus features from the special edition dvds

This particular deal makes no sense when you consider that a week or two ago (maybe it's still going on even now) you could get these same 4 movies in Blu-Ray from Best Buy for only $3 more.
Regarding DVDs dropping in prices everywhere, as I've mentioned before, I understand why. The DVD market has reached saturation (i.e. everyone has a DVD player and most of the people/collectors who are going to buy movies have already bought all the older titles they want). So the only stuff that really sells are the new releases (except to skinflints like me who can't stomach paying new release prices and can survive not seeing/owning new movies for a couple years). As a result, retailers are trimming their movie selections to just the new/popular stuff. I'm pretty sure DVD sales are declining, they are reducing inventories and manufacturing less each run. Amazon probably snags these things cheap from studios who want to get rid of them. On top of that, people now want to buy Blu-Ray so DVD prices have to drop enough below the Blu-Ray or the DVDs won't sell either.
Pretty much new releases and Blu-Rays are about the only thing that stores can sell a lot of with any margin, and Blu-Ray will reach the saturation point someday (a few years away probably) and then I'll finally get my $3 and $5 Blu-Ray bins at Big Lots and Walmart. The big chains see small profits in carrying older movies, so they're disappearing everywhere. I hope Fry's Electronics doesn't dump their old movies. It's nice to be able to go to a store to look at the package (even if you don't buy it there).
