No, that's not him. It looks a little like him from some angles, but the jawline is all wrong. Also it's pretty funny but also kind of sad that that ad exists. One of the great things about The Room is how it spreads by word of mouth, not advertising.

Still, the douche in the ad kills the great thing about seeing the Room for the first time.

Yeah, but the billboard was bought and paid for by Wiseau, and told you nothing about the movie except that it had the passion of Tennessee Williams. 
That billboard is also how I found out about The Room.

Yeah, I remember hearing Kevin Smith make fun of the billboard a few years back and checked out the movie afterwards.
