Help ID a movie with a kitchen standoff

Basically, all I have to go in is that the film came out some time in the mid-to-late 90s. None of my friends remember anything about it other than there is a scene with a standoff in a restaurant kitchen. One guy pulls a gun on someone else, a third person pulls a gun on that guy, etc. until about ten people are standing there holding a gun to someone. It's possible that we either saw the trailer for this film first on the Wild Side VHS, or that we saw its trailer first on this unidentified film's VHS. I've already run a search for "kitchen standoff" on this forum and IMDB unsuccessfully.

Sounds like 'Enemy Of The State' to me.

The final confrontation.

In a kitchen with everybody's weapons drawn.

It ends badly.

There was a mid-90s heist movie with Eric Roberts titled The Immortals, that I think had a Mexican standoff in a kitchen.
