A site that charges immediately for pre-orders
I need to pre-order a few games. My university requires that I spend the money allotted to me by February 28th. I want to pre-order a few games, but I need to be charged for them now. Is there a site that does that?

Try e-bay, if they don't have any, e-mail an e-bay game seller / e-bay store and ask if they would do it for your situation. As for spending Uni $$ on games, I say go for it, I spent part of my student $$ on nice stuff as well, a treat for hard work, I can't imagine it's too uncommon

Second the Gamestop recommendation. They'll ask how much you want to put down -- I usually just place a $5 deposit, but you could just as easily pay it in full.

You should try http://www.liongames.com/
You can pay in full on some preorders. It isn't a national gamestore like Gamestop but a lot of CAG's use and love it.
