I'm making a compilation CD for my mother, and its like a History of Music, from 1957 to 1995, and I'd like to have someone announcing the year for each song.

Is there a website that has short MP3's of someone saying "1957" and "1984" and "1990" etc?

Download software and run

Type in the text you want the software to say ("1957" or "Nineteen fifty-seven", etc.)

Adjust the settings to have the voice the way you want it to sound

Save as wav file

It'll sound a little robotic, but it'll be easier than looking around to find samples of a human voice saying exactly what you need it to.
