DVD surface question

A quick question for you guys,

How come sometimes, the surface of a DVD is not perfectly clear like most of them are, let me rephrase this, how come sometimes the surface has some weird white-ish ''waves'' in it, is this some sort of copy protection?

I think it's the glue that keeps the various layers of the disc together, that has been distributed (or dried) unevenly during manufacturing. It's not on the surface of the disc but in between. Completely normal and harmless, I have it on plenty of DVDs myself.

oh ok nice, because I just found out that like 5 of my DVDs had that kind of white layer covering the whole surface, I was wondering if they were getting damaged, or rotting

Again, it's not covering the surface, it's inside the disc.
