I found the following films incredibly sexy and, if memory serves me right, has neither nudity or sex in any of the scenes:

Not the whole movie, but I really want to mention this: The roller coaster scene in Fear. For some reason, it's one of the sexiest scenes, I've ever seen in any movie ever.

I'm trying to remember if there was any nudity in Into the Blue. That other skank girl might have gotten naked, but if not Jessica Alba in a bikini most of the movie gets my vote.

Even if Kirsten Dunst thinks she looked kinda slutty, there wasn't a single outfit in that movie that i didn't like.
Bonus points for the director mentioning that one of her tops was held together with a mere thread and that there probably were fans out there that would wouldn't mind if that thread broke.
