Commander-in-Chief

I didn't a search and couldn't find another forum to post this in weirdly enough.

I just picked up the second part of 'Commander-in-Chief Inaugerial Edition' DVD and while looking through the bonus features (there are alot more than you'd think) I noticed that there where two unpublicized commentaries (nowhere in the press releases or even the back of the box are they mentioned)... one commentary is for the 'pilot' and the other is for episode 16 'the elephant in the room'... i guess my question is why would they included a commentary for the pilot on the last disc of the set, and not in the 'inaugural edition, part 1'? Has this happend before? (including repeating an episode on a disc with commentary that was available on a different disc in the set?)
