It was announced for a July release. Previously known as Kameo "Hardcore" Expansion. I put it in the main 360 thread way back when.
I also emailed Major Nelson about it to see where it is in the pipeline release-wise. He said he would check on it.

When the "hardcore" expansion was announced, so was a 500 point mark. Supposedly the "design-a-skin" contest winners' entries will be included in the expansion as well.
