Zombie-like Movies That Don't Actually Have Zombies
What movies are "Zombie-like" in nature, although not actually Zombie movies when strictly speaking? In otherwords, movies that feel like Zombie movies but don't actually have the undead (actual zombies) in them.
Two I can think:
28 Days Later, which has all of the trapping of a Zombie movie except that the infected masses aren't the reanimated dead (i.e. zombies), but instead are still alive with a "hyper-rabies" type of disease.
The original Assault on Precinct 13 in which the attacking gang acts a lot like zombies due to their to-the-death blood oath causing them to attack without any concern for personal harm. (And that they never talk added to this zombie-like feeling too.)
Any others?

All of the versions of "Invasion Of The Body Snatchers". They all have the same claustrophobic, paranoid, "They're all out to get YOU" aesthetic as most zombie films. Ultra-creepy, especially the '78 version. Not to mention Veronica Cartwright's bug-eyed ass staring at you the whole movie.

Mad Max Beyond Thunderdome--always had that feel to me.
Horror Express--although they are technically dead they are more "animated" and controled by the alien than zombies.

Have you seen an episode of The 4400? It's nothing at all to do with zombies, or mobs or anything like that. But if you have just seen the adverts with that crowd shot they use of the 4400 just standing around I could see how you could get that impression.

It was just a question. No attitude intended. I personally just don't see any zombie aspect to the show itself but the crowd in fog shot is a classic zombie image and was used to promo the show.

In Night of the Comet, some of the survivors who are exposed to too much of the radiation gradually turn into crazed zombie-like killers.

I was going to start a thread asking if monsters who aren't undead count as zombies. Then I found this thread and decided to make it undead.
The example that seems to come up a lot in zombie/not zombie discussions is 28 Days Later, which the OP mentioned. That's a prime example of mindless killers being able to infect people to become like them, but they're only infected, not dead.
The same can said of Pontypool, which is also infection-based with mindless killers who are not dead.
One that definitely fits the OP's criteria is the [REC] series, which I believe began the year after this thread started. Then there's the US remake, Quarantine.
Funnily enough, Quarantine falls under the same category as 28 Days Later and Pontypool whereas [REC]...that's a tough one. There's no question that the infected victims in [REC] behave like zombies, so that satisfies the condition set by the OP.
The question in [REC] is whether or not the monsters are actual zombies. There's the woman who

I've seen this and I doubt that the central character is officially a zombie. He died a clinical death on the operating table but was revived somehow and survives by drinking blood. Shakespearean actor Ian Keith plays him and his character name is Ormand Murks, prompting this exchange of dialogue:
"That's a strange name."
