Wax found on brand new DVD set?

Hi. I just received a brand new copy of Smallville The Complete Second Season and when I took the fifth disc out of the set I noticed that there was what appeared to be a streak of wax on the readable side of the disc. I checked the sixth disc and there was drops of wax on there too. I found this strange because it was a brand new set. I tried my DVD cleaning kit, but it didn't remove it.

I was wondering if anyone else ever encountered this, and is so how did you get rid of it.

I've never heard of that before. Personally, I'd just exchange it at the place of purchase for a new copy. Trying to remove stuff like that could damage the disc.
