DJ Shadow's "Mututal Slump" is different, fun, and upbeat. But it kind of overstays it's welcome.

Blur's "Song 2" and "Music Is My Radar".

Super Furry Animals "Keep the Cosmic Trigger Happy".

If you want to slow it down for a track, but keep it fun, there's lots of goodies on Ween's Chocolate and Cheese album.

They were the first band that came to my mind when I read the thread title. I can definitely recommend them for "happy" and "uplifting" songs.
