They both have the same timings and generally look electronically the same to the display device, but 1080i has twice the resolution.
1080i is essentially comprised of two 540 frames containing information about the same picture, from the same point in time, that gets laced together to provide a single picture. 540p contains full frames of information that are from different points in time and are displayed singly, all lines at the same time without needing to be laced back together.
